WHEREAS, on March 13, 2025, AMZ Wholesale Inc d/b/a Ridevibe Motors (License ID #20250000476) applied for a change of ownership to the Second Hand Dealer-Motor Vehicle license for the premises 709 Minnehaha Ave E.; and

WHEREAS, on April 21, 2025, the Department of Safety and Inspections sent out the required License Application Notification; with a response date of May 6, 2025; and

WHEREAS, in response to the notification no objections or comments were received; and

WHEREAS, the Council finds that the application is in order and there are no grounds to deny approval of the license; now, therefore, be it,

RESOLVED, the change of ownership for the Second Hand Dealer-Motor Vehicle license is hereby approved and issued to AMZ Wholesale Inc d/b/a Ridevibe Motors (License ID #20250000476) for the premises located at 709 Minnehaha Ave E., with the following licensing conditions:

1.                     All customer, for-sale, business and employee vehicles must be parked in accordance with the approved site plan on file with the Department of Safety and Inspections (DSI) dated 07/02/2019.

 

2.                     A maximum of sixteen (16) vehicles may be parked in the area shown on the approved plan at any time. This includes a maximum of fourteen (14) for-sale and/or inventory vehicles parked on the property at any time, and a minimum of two (2) customer/employee/handicap spaces (one (1) handicap and one (1) non-handicap spaces). For sale vehicles shall not be parked in the designated customer/employee/handicap parking spaces, may only be parked on the property in the area shown the approved plan, and shall be designated with clearly identifiable signage or other similar form of identifiable marking in the windshield.

 

3.                     The parking lot shall be striped, curb stops installed, and weather resistant signage installed (including striping/signage for one (1) handicap parking space plus signage stating “customer/employee parking only” for one (1) additional customer/employee parking spaces) in accordance with the approved site plan on file with DSI dated 07/02/2019. Signage, curb stops, and striping shall be maintained in compliance with the approved plan and in good order and repair.

 

4.                     There shall be no exterior storage of vehicle parts, tires, oil or any other similar materials associated with the business. Trash will be stored in a covered dumpster. Storage of vehicle fluids, batteries, etc. shall be in accordance with the Ramsey County Hazardous Waste regulations.

 

5.                     At no time shall customer, employee, or for-sale vehicles be parked in the driveway, maneuvering lanes, or in the public right of way (e.g., street, alley, sidewalk, boulevard, etc.)

 

6.                     The storage of vehicles for the purpose of salvaging parts is expressly forbidden. All vehicles parked outdoors must appear to be completely assembled with no major body parts missing. Vehicle salvage is not permitted.

 

7.                     No auto repair of vehicles may occur on the property without prior written approval and additional licensing from DSI.

 

8.                     Auto body repair and/or auto body spray painting is not permitted.

 

9.                     Customer vehicles may not be parked longer than ten (10) days on the premises. It shall be the responsibility of the licensee to ensure that any vehicle not claimed by its owner is removed from the lot as permitted by law.

 

10.                     Provide maneuvering space on the property to allow vehicles entering and exiting the site to proceed forward.

 

11.                     Licensee must comply with all federal, state and local laws.
