Stated Reason for Appeal (if given): My account was on auto pay till mid September 2020 until they kept messing up my payments. On which they would remit $67.28 on my bank account every month, which should be just every quarter of the year or every 3 months. Then they would refund it after a week or so. I have called them multiple times about that issue and they told me that to disregard it because I would only be billed every 3 months and the monthly charges wouldn't reflect on my bill, but it kept repeating every month. Then when I got a delinquent letter in the mail I immediately checked my account which I don't do often and called them... Jan. 2020 Approved, Feb. 2020 Approved-Refunded, March 2020 Approved-Refunded, April 2020 Approved, May 2020 Approved-Refunded, June 2020 Aborted, July 2020 Aborted, August 2020 Approved. I asked why do I have a delinquent charge when I'm on auto pay on every 8th of the month and I'm actually paying you in advance. Plus why was my payment aborted for July? And I told the lady (I forgot her name) maybe I should just cancel my autopsy so this won't happen again. She said no I don't have to cancel my autopay. I ask about the delinquent charge... she said because I wasn't paying on time... smh... I told her I'm on auto payment I was even paying my bill way before the due date. All I wanted to say is I am a responsible person who pays my bill way before it is due. I didn't skip a payment for my account was on autopsy till mid September 2020
Staff Comments: Hauler records indicate that the property owner did receive two incorrect charges of $67.28. The first occurred on 05/08/2020 and the second occurred on 05/15/2020. Payments for both charges were refunded in full to the account. There does not appear to have been a payment attempt in July that was listed as "aborted." However, due to ongoing issues with the account, staff is recommending removing the assessment.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during July to September 2020. (File No. CG2004A3, Assessment No. 200165) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby deleted.
