Approving the use of grant funds through the Ward 5 Neighborhood Star Year-Round Program for the project located at Nanny's Jamaican Kitchen.

 

Body

WHEREAS, on May 19, 2023, the Neighborhood STAR Board reviewed a proposal from Nanny’s Jamaican Kitchen for STAR grant financing through the Ward 5 Neighborhood STAR Year-Round Program to be used as a down payment on their building located on Rice Street; and

 

WHEREAS, a private match was not pledged for this proposal; and

 

WHEREAS, the Neighborhood STAR Board rated this proposal 4.2 on a scale from 1 (low) to 5 (high); and

                     

WHEREAS, due to the community significance of Nanny’s Jamaican Kitchen, a waiver to City Council approved Neighborhood STAR Guidelines is being recommended to eliminate the required $1 for $1 match with private resources, as well as to permit more than the 20 percent of the STAR funds awarded to be used towards direct project costs; and

 

WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of this activity by providing grant financing up to $40,000 for the down payment of Nanny’s Jamaican Kitchen’s building located on Rice Street through the Ward 5 Neighborhood STAR Year-Round Program; now be it

 

RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby approves a grant in an amount not to exceed $40,000 from the Ward 5 Neighborhood STAR Year-Round Program to Nanny’s Jamaican Kitchen to be used for the down payment of Nanny’s Jamaican Kitchen’s building located on Rice Street; and be it

 

FURTHER RESOLVED, the required $1 for $1 match with private resources and the 20% direct project cost limit are hereby waived; and be it

 

FURTHER RESOLVED, the appropriate City officials are authorized to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it

 

FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
