Approving an Animal Boarding (Commercial) license with conditions for Sandra Belisle, d/b/a Sandy's Professional Dog & Cat Grooming (License ID #20070000410) at 360 Clifton Street.

WHEREAS, Sandra Belisle d/b/a Sandy's Professional Dog & Cat Grooming (License ID #200070000410) applied for an Animal Boarding (Commercial) license for the premises located at 360 Clifton Street in Saint Paul; and
WHEREAS, the licensee also has an active Pet Shop license; and
WHEREAS, licensee submitted a petition of support containing six (6) of the nine (9) possible signatures for sixty-six (66) percent support of her petition; and
WHEREAS, licensee submitted a "Good Faith" letter demonstrating their efforts to fulfill all petition requirements; and
WHEREAS, the Council finds that the application is in order and there are no grounds for denial of the Animal Boarding (Commercial) license; now, therefore, be it,
RESOLVED, the Animal Boarding (Commercial) license is hereby granted to Sandra Belisle d/b/a Sandy's Professional Dog & Cat Grooming for the premises located at 360 Clifton Street in Saint Paul.
Per Planning Commission Change of Nonconforming User Permit Resolution #12-215800 to change conditions regarding a dog and cat grooming business is approved with the following conditions:
1. The number of employees/independent contractors shall be limited to 7 groomers, plus 2 for the purpose of conducting pet-boarding or pet-daycare.
2. The hours of operation shall be Monday through Saturday, 7:00 a.m. to 8:00 p.m.
3. Four off-street parking spaces shall be provided for use by employees of the business, either on site or within 300 feet of 360 Clifton and in a commercial zoning district, to be provided by June 1, 2013. NOTE: If licensee decides to provide parking on this property (i.e., at the rear of the property) the parking spaces shall be constructed as required by site plan review staff in DSI.
4. Signs for the business shall comply with the sign regulations for size and placement unless a variance is approved by the Board of Zoning Appeals.
5. No more than six (6) dogs may be boarded upon the premises. A different number of dogs may be boarded provided that animal control determines that the number of dogs boarded will be safe.
6. All pet-related uses comply with all applicable laws and licensing requirements.
7. No dog(s) may be left outdoors unattended when the grooming business is closed.
