Title

Approving the use or non-use of a Project Labor Agreement on Department of Parks and Recreation construction projects for the first half of 2020.

 

Body

WHEREAS, the Saint Paul City Council adopted Council File #09-584 on the use of Project Labor Agreements (“PLA”) for projects involving $250,000 or more of City money; and

 

WHEREAS, the Department of Parks and Recreation is undertaking the following projects with budget totals over $250,000:

 

Cherokee Regional Park Trail Connections - To construct internal pathways to park facilities located between Cherokee Boulevard and Chippewa Avenue. Project may include survey, soil analysis, temporary site controls, demolition of asphalt and concrete, tree relocation, excavation, grading, stormwater management, erosion control, paving, concrete work, retaining wall, signage, striping, and landscaping. Estimated Start Date:  July 2020 (3 months)

 

Hidden Falls South Parking Lot - A new parking lot and multiuse trails will be constructed.

Estimated Start Date:  May 2020 (5 months)

 

Lilydale Park Improvements and Dog Park - Following the approved park master plan, a dog park and related amenities will be built adjacent to the DNR boat launch parking lot at Lilydale Regional Park.

Estimated Start Date:  July 2020 (4 months)

 

Lower Landing Park Off-Leash Dog Area and Nature Trail - The project consists of installing a fence around the off-leash area, the addition of benches, shelter, and a drinking fountain, a gravel trail through the park with boardwalks and signage. Estimated Start Date:  May 2020 (4 months)

 

Phalen Multi-Modal Transportation Improvement Project Phase II - Implementing the second phase of multi-modal transportation improvements at Phalen Regional Park.

Estimated Start Date:  July 2020 (4 months); and

 

WHEREAS, the Department of Parks and Recreation sent a written “Notice and Request for Recommendation on the Use of a PLA” to interested parties on December 18, 2019  with one response received; and

 

WHEREAS, the Saint Paul Building and Construction Trades Council recommended a PLA for all five projects listing the length of project, multiple crafts involved, and safety as reasons they recommend a PLA for these projects; and

 

WHEREAS, in considering all criteria for evaluating a PLA as outlined in CF #09-584, the use of a PLA will ensure a harmonious, continuous, and stable workforce for the Hidden Falls South Parking Lot, Lilydale Park Improvements and Dog Park, and Lower Landing Park Off-Leash Dog Area and Nature Trail projects, which will in turn ensure timely completion of the project without work stoppage or interruption; and

 

WHEREAS, staff supports a recommendation for a PLA on the Hidden Falls South Parking Lot, Lilydale Park Improvements and Dog Park, and Lower Landing Park Off-Leash Dog Area and Nature Trail projects; and

 

WHEREAS, each project included in this staff report is being bid lump sum and labor rates are established by prevailing wage labor rates which meet or exceed union rates; and

 

WHEREAS, in considering all criteria for evaluating a PLA as outlined in Council File #09-584, a PLA will not benefit the Cherokee Regional Park Trail Connections or Phalen Multi-Modal Transportation Improvement Project Phase II projects based on few crafts required for the project; now, therefore, be it

 

RESOLVED, that the City Council hereby approves the use of a PLA on the construction portion of the Hidden Falls South Parking Lot, Lilydale Park Improvements and Dog Park, and Lower Landing Park Off-Leash Dog Area and Nature Trail projects; and, be it

 

FURTHER RESOLVED, that the City Council finds that the Cherokee Regional Park Trail Connections or Phalen Multi-Modal Transportation Improvement Project Phase II projects are not of a scope or nature that they will be negatively impacted if no PLA is required.
