Accepting the gift of airfare, transportation, and food expenses from the Heartland Alliance, for Kaohly Her and Ikram Koliso to attend the Upper Midwest College Savings Account (CSA) Consortium convening with nationwide CSA program administrators and national asset building organizations.

WHEREAS, Kaohly Her, City of Saint Paul Policy Director, and Ikram Koliso, City of Saint Paul Policy Associate, have been invited by the Heartland Alliance and Upper Midwest CSA Consortium convening to participate in meetings to learn from other College Savings Account program administrators held in Detroit, Michigan on Wednesday, September 19 through Thursday, September 20; and
WHEREAS, the City of Saint Paul is formally part of the Upper Midwest College Savings Account Consortium; and
WHEREAS, this will be an opportunity for the City of Saint Paul to hear from national leaders on CSAs and asset building, as well as hearing and learning best practices from other CSAs programs that are in their design, implementation, launch, and operation phases; and
WHEREAS, the convening will be attended by administrators and partners that have expertise and experience in key policy elements for successful programs, research implications, and best practices in providing guidance on how to implement College Savings Accounts in Saint Paul; and
WHEREAS, the convening will be focused on two topics of developing program metrics and building College Savings Accounts that are effective tools for building wealth; and
WHEREAS, the Heartland Alliance will cover all expenses related to airfare, transportation, hotel reservation, and food for Kaohly Her and Ikram Koliso; now therefore be it
RESOLVED, that the Saint Paul City Council accepts the offer for Heartland Alliance and Upper Midwest CSA Consortium to cover expenses related to airfare, transportation, hotel, and food for Kaohly Her and Ikram Koliso to attend the Upper Midwest CSA Consortium meetings and thanks them for their generosity.
