Stated Reason for Appeal (if given): I own houses in 2019. Waste Management have never sent bill to my house. They sent bills to previous owner. I called them many times to change bill address but they didn't accept. They always charge me extra fee in 2 years.
Staff Comments: Hauler confirmed that the initial invoice and Notices of Nonpayment were sent to the previous property owner at 5225 Division St in Edina, MN. Staff records show that there was a work order in the August 5 hauler update to change the mailing address to 1577 Marion St. Therefore, as a courtesy, staff recommends removing the late fees and reducing the assessment to $99.43. Staff has confirmed with the hauler that the mailing address has been updated to 1577 Marion St.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during July to September 2020. (File No. CG2004A3, Assessment No. 200165) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and reduced from $114.34 to $99.43.
