Amending the financing and spending plans in the Department of Parks and Recreation in the amount of $633,224 to reflect remaining bond issued interest proceeds received from the Saint Paul Port Authority for the EAB Capital Project.
Body
WHEREAS, the Port Authority of the City of Saint Paul (the “Port Authority”) has provided funding in the amount of $18 Million to the City of Saint Paul, which has been spent over the last five years on the eradication of Emerald Ash Borer in City of Saint Paul; and
WHEREAS, the City and the Port Authority have jointly worked on the EAB Project with the Port Authority reimbursing the City for all Capital Expenditures to date; and
WHEREAS, there is a remaining balance of $633,224 in interest earnings, available for the City to put towards additional tree planting to close out the remainder of the EAB/Port project by replanting removed ash trees on at least one for one basis; and
WHEREAS, the Department of Parks and Recreation wishes to amend the existing capital project budget with the attached financing and spending plans for the EAB Capital Project in the amount of $633,224; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $633,224 in excess of those estimated in the 2026 Capital Improvement Budget; now, therefore, be it
RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and advice of the Long Range Capital Improvement Budget Committee, that $633,224 is available for appropriation in the 2026 Capital Improvement Budget, and said 2026 budget, as heretofore adopted by the Council, is hereby further amended as indicated on the attached financial analysis.
FURTHER RESOLVED, that the City Council of the City of Saint Paul authorizes the Department of Parks and Recreation to accept said funds from the Saint Paul Port Authority.
