Approving the addition of the Liquor On Sale - Extension of Food Only (No Alcohol) Service of Hours license to the existing Liquor On Sale, Liquor On Sale - Sunday, Entertainment (B), and Gambling Location licenses for Dilla Sport Bar and Restaurant Inc d/b/a Dilla Sport Bar and Restaurant (License ID #20240000267) for the premises located at 1625 University Ave W.

WHEREAS, Dilla Sport Bar and Restaurant Inc d/b/a Dilla Sport Bar and Restaurant ("Licensee") applied for the additional license of Liquor On Sale - Extension of Food Only (No Alcohol) Service of Hours to the existing Liquor On Sale, Liquor On Sale - Sunday, Entertainment (B), and Gambling Location licenses (License ID #20240000267) for the premises located at 1625 University Ave W.; and
WHEREAS, On June 1, 2026, the Licensee completed a Liquor - Extended Service Hours Application; and
WHEREAS, The Department of Safety and Inspections sent out the required License Application Notification on June 4, 2026, with a response date of June 19, 2026; and
WHEREAS, On June 8, 2026, the Licensee signed a License Condition Affidavit agreeing to follow all license conditions that are in place; and
WHEREAS, In response to the notification, no objections were received, and the Council finds that the application is in order with no grounds to deny approval of the additional license; now, therefore, be it
RESOLVED, That the addition of the Liquor On Sale - Extension of Food Only (No Alcohol) Service of Hours license to the existing Liquor On Sale, Liquor On Sale - Sunday, Entertainment (B), and Gambling Location licenses (License ID #20240000267) is hereby approved and issued to Dilla Sport Bar and Restaurant Inc d/b/a Dilla Sport Bar and Restaurant for the premises located at 1625 University Ave W., in Saint Paul, with the following licensing conditions:
1. Licensee agrees to operate the establishment in compliance with Section 409.02 of the City of Saint Paul Legislative Code as a “Restaurant.”
2. Licensee agrees to end the liquor service at 12:00 a.m. midnight. All patrons/customers shall vacate the premises by 12:30 a.m. each day of the week as per Section 409.02 of the City of Saint Paul Legislative Code. If the Licensee is remaining open late on any day of the week for extension of food service only, the liquor service and consumption must end at 12:00 a.m. midnight but patrons/customers may remain at the premises and receive food service but all patrons/customers must vacate the premises by 3:00 a.m. those days of the week in accordance with Section 409.07.01 of the Saint Paul Legislative Code.
3. No alcoholic beverages may be offered, displayed, sold or consumed by anyone in the establishment during extended food service hours. No alcoholic beverage container of any kind, whether empty or containing any alcoholic beverage, may remain on the bar, tables, counters or any other place to which a customer has access, or at any location in the customer areas of the establishment, after 12:00 a.m. midnight.
4. All alcoholic beverages, and all tap handles used to dispense alcohol beverages from stationary pressurized or gravity-fed dispensing systems, must be stored not later than 12:15 a.m. during extended food service hours. These must be stored in a cabinet, locker, or storage area which is locked and secure and which must remain locked at all times during extended food service hours.
