Stated Reason for Appeal (if given): Billing was an error on Republic's part to begin with, never owed this amount! Republic corrected error on April 5. We now have a CREDIT balance. See pdf of July invoice.
Staff Comments: This property is a SF home with 1 35-gallon Small Weekly cart. The property owner paid $70.34 on 4/19/19 for the Quarter 2 2019 bill. Republic is incorrectly charging the property owner for 2 carts. Staff has followed up with Republic to ensure the billing is correct. The property owner changed his cart size on 4/19/19 from the 35-gallon Small Weekly cart to the 64-gallon Medium cart. The property owner will be keeping the 64-gallon Medium cart that is currently on site and Republic has ensured that they will bill him correctly for this cart size moving forward. Staff recommends deleting the assessment. Staff called property owner on 9/30/19 to inform him that the assessment is being removed.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during April to June 2019. (File No. CG1903A3, Assessment No. 190123) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby deleted.
