Authorizing Parks and Recreation to establish a 2016 financing and spending budget to recognize a donation in the amount of $300,000 for the Rice Park Revitalization Project.
Body
WHEREAS, the City of Saint Paul and the Saint Paul Parks Conservancy have agreed to revitalize Rice Park through a joint funding effort with the Friends contributing a donation of $1,000,000 of which more than $820,000 has been raised in anticipation of the construction of a $1,750,000 project; and
WHEREAS; the Mayor’s Proposed 2017 Capital Improvement Budget includes $500,000 in CIB funds dedicated to the project and is anticipated to be adopted on December 14, 2016; and
WHEREAS; of the $1,000,000 donation in total funding, the Saint Paul Parks Conservancy have pledged to provide for the $1,750,000 project, $300,000 is available for the project in 2016; and
WHEREAS; Parks and Recreation will return all funding from the Saint Paul Parks Conservancy if the project is not completed by the end of 2018; and
WHEREAS, Parks and Recreation will provide construction management and implementation services for the project as anticipated in the 2017 Capital Improvement Budget; and
WHEREAS; Parks therefore wishes to make a total of $300,000 available in 2016 for initial expenditures including planning and design work; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $300,000 in excess of those estimated in the 2016 Capital Improvement Budget; now, therefore, be it
RESOLVED, by the Council of the City of Saint Paul, upon the recommendation of the Mayor, and the advice of the Long Range Capital Improvement Committee, that $300,000 is available for appropriation in the 2016 Capital Improvement Budget, and said budget, as heretofore adopted by Council, is hereby further amended as outlined in the attached Financial Analysis.
