Approving the use of grant funds through the Ward 5 Neighborhood Star Year-Round Program for Pitt Shack BBQ LLC and the Bradshaw Group, Inc.

WHEREAS, on November 17, 2023, the Neighborhood STAR Board reviewed two proposals for STAR grant financing through the Ward 5 Neighborhood STAR Year-Round Program from Pitt Shack BBQ to replace and update appliances at their location at 1046 Rice Street, and for The Bradshaw Group, Inc. to make updates and improvements to their funeral home at 1078 Rice Street; and
WHEREAS, the Neighborhood STAR Board rates grant requests on a scale from 1 (low) to 5 (high) with Pitt Shack BBQ LLC’s proposal to replace and update appliances receiving a final score of 1.6., and The Bradshaw Group, Inc’s proposal to make updates and improvements to their funeral home at 1078 Rice Street receiving a final score of 4.9; and
WHEREAS, due to the community significance of Pitt Shack BBQ at 1046 Rice Street, a waiver to City Council approved Neighborhood STAR Guidelines is being recommended to eliminate the required application fee; and
WHEREAS, due to the community significance of The Bradshaw Group, Inc.’s funeral home at 1078 Rice Street, a waiver to City Council approved Neighborhood STAR Guidelines is being recommended to eliminate the required $1 for $1 match for grants of over $50,000 with private resources; and
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing grant financing up to $30,000 to Pitt Shack BBQ LLC to replace and update appliances at 1046 Rice Street, and up to $57,996 to The Bradshaw Group, Inc. to make updates and improvements to their funeral home at 1078 Rice Street; now be it
RESOLVED, by the City Council of the City of Saint Paul, upon the recommendation of the Mayor that funds are available for appropriation, that the Neighborhood STAR Year-Round awards described above are hereby approved; and be it
FURTHER RESOLVED, that the required application fee for Pitt Shack BBQ LLC is hereby waived; and be it
FURTHER RESOLVED, that the required $1 for $1 match for grants of over $50,000 with private resources is hereby waived for The Bradshaw Group, Inc.; and be it
FURTHER RESOLVED, that staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution, including finalizing all documents and agreements, subject to approval by the City Attorney’s Office; and be it
FURTHER RESOLVED, that the proper City official(s) are hereby approved and authorized to execute any and all documents in connection with this Resolution, subject to approval by the City Attorney’s Office; and be it
FINALLY RESOLVED, that this Resolution does not constitute a binding legal agreement; rather, the action taken herein shall not be effective until said documents are executed by the appropriate official(s) of the City.
