Title

Approving the appointment of Dillon Donnelly as community advisor to the Audit Committee and as a non-voting member for a term of three years.

 

Body

WHEREAS, the Saint Paul City Council established the Saint Paul Audit Committee on August 12, 2020, pursuant to RES 20-1110; and

 

WHEREAS, the Audit Committee’s mission is to evaluate the financial and program performance of City departments in order to build public trust and ensure outstanding service delivery, transparency, and accountability; and

 

WHEREAS, the Audit Committee consists of current City Councilmembers appointed to serve as Acting Members; and

 

WHEREAS, RES 20-1380 established an Advisory Group to work with the Acting Members, consisting of the City’s Finance Director, Innovation Director, and three (3) Saint Paul residents with relevant experience and background who serve three-year terms; and

 

WHEREAS, RES 22-523 expanded the number of community advisors from three (3) to four (4) members to better assist the Acting Members in recommending program audits; and

 

WHEREAS, on November 24, 2025, notice was posted soliciting qualified candidates to serve on the Audit Committee’s Advisory Group following the September 2025 resignation of community advisor James Farnsworth; and

 

WHEREAS, at its February 17, 2026 meeting, the Audit Committee interviewed qualified applicants and selected Dillon Donnelly to serve a three-year term on the Advisory Group, effective March 17, 2026, through March 20, 2029; and

 

WHEREAS, Dillon Donnelly is a resident of Ward 1 with professional experience in manufacturing and workforce development, civic engagement, and public policy. He holds a Bachelor of Arts in Political Science from the University of St. Thomas and a Master of Business Administration from Hamline University. He previously served on the Ramsey County Workforce Innovation Board, the City of Saint Paul Business Review Council, the Citizens League Study Committee, and the Montessori Center of Minnesota; and

 

WHEREAS, the Audit Committee recommends and supports the appointment of Dillon Donnelly to serve as a community advisor on the Advisory Group; and

 

NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul City Council hereby appoints Dillon Donnelly to the Audit Committee Advisory Group for a three-year term to assist in identifying issues of interest, building public consensus, and providing expertise to improve the City’s efficiency, effectiveness, transparency, and accountability in service delivery.
