Approving the use of grant funds through the Neighborhood STAR Year-Round Program for Rondo Community Land Trust and Yellowbird Coffee Bar, LLC.
Body
WHEREAS, on May 22, 2019, the Neighborhood STAR Board reviewed Neighborhood STAR Year-Round grant requests from Rondo Community Land Trust (RCLT) to assist with the installation of art panels on two new buildings on Selby Avenue and Yellowbird Coffee Bar, LLC with exterior leasehold improvements to 1168 Selby Avenue; and
WHEREAS, the Neighborhood STAR Board rated these projects on a scale from 1 (low) to 5 (high) with RCLT receiving a score of 4.45 and Yellowbird Coffee Bar a rating of 4.27; and
WHEREAS, due to the Yellowbird Coffee Bar proposal being of substantial community significance, a waiver to the Neighborhood STAR Guidelines requiring a $1 for $1 private match is being recommended; and
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing Year-Round STAR grant financing through the Ward 1 and Neighborhood STAR Year-Round Program of up to $30,000 to RCLT for a total project cost of $60,000 and up to $25,000 in Year-Round STAR grant funding to Yellowbird Coffee Bar for a total project cost of $25,000; and
RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it
FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
