Modifying Residential Permit Parking Areas 20 and 21.

WHEREAS, residential permit parking was previously instituted on behalf of the residents in the University of St. Thomas Permit Area 21 in accordance with the Saint Paul Legislative Code with the following regulation, No Parking 8:00AM - 5:00PM Monday-Friday September 1-April 30 Except Holidays Except by Permit Area 21; and
WHEREAS, the Council of the City of Saint Paul previously found that this residential area did not have sufficient off-street parking to accommodate the parking needs of both the residents and the non-residents using non-residential facilities which lack sufficient off-street parking; and
WHEREAS, the abutting property owners have submitted a valid petition to replace the residential permit parking restrictions "No Parking 8AM-5PM Mon-Fri Sept 1-April 30 Except Holidays Except by Permit Area 21" with "No Parking 8AM-8PM Monday-Friday Except by Permit Area 20" on the south side of Summit Avenue from Prior Avenue to Cleveland Avenue and the west side of Prior Avenue from Summit Avenue to alley south; and
WHEREAS, Public Works staff has investigated the basis for the petition to modify Areas 20 and 21, concluded and recommended adoption of the requested changes; now, therefore, be it
RESOLVED, that the south side of Summit Avenue from Prior Avenue to Cleveland Avenue and the west side of Prior Avenue from Summit Avenue to alley south with the existing regulation No Parking 8AM-5PM Mon-Fri Sept 1-April 30 Except Holidays Except by Permit Area 21, shall be replaced with the following parking regulation near University of St. Thomas:
Except by Permit or Unless Otherwise Posted, No Parking, 8:00AM - 8:00PM, Monday-Friday, Area 20; and be it finally
RESOLVED, that these parking regulations shall be in effect and enforced 30 days after City Council approval or as soon as signs are erected.
