Accepting the turnback of Water Street from Ramsey County.
Body
WHEREAS, the Lilydale Regional Park Master Plan has been approved by the Metropolitan Council on January 13, 2010; and,
WHEREAS, in order to begin implementing the major components of the Master Plan, County Road 164 (Water Street) requires reconstruction/realignment to better complement the new park design and resolve maintenance and safety issues; and,
WHEREAS, Ramsey County and City engineers agree that the most efficient way to accomplish this task is to turn back County Road 164 to be under City of Saint Paul jurisdiction; and,
WHEREAS, Minnesota Statute Section 163.11, Subdivisions 5 and 9 authorizes a County Board to revoke County Road status by resolution of the County Board of Commissioners; and,
WHEREAS, the Ramsey County Board intends to pass a resolution on that portion of County Road 164 revoking County Road status; and,
WHEREAS, as a result of the revocation of County Road status, the City of Saint Paul will accept jurisdiction and ownership over the former County Road 164;
NOW THEREFORE, BE IT RESOLVED:
The City hereby accepts the transfer of jurisdiction and ownership and all maintenance, repair and reconstruction responsibilities, as well as all traffic control devices currently in place, for the designated road segment; and,
In consideration of the transfer of jurisdiction and ownership of this road segment, Ramsey County agrees to pay the City of Saint Paul and the City agrees to accept from the County a one time payment of the sum of $275,000.00.
