Designating December 15, 2010 as Joan Trulsen Day in the City of Saint Paul, Minnesota.

Body
WHEREAS, the civil service system adopted by the City Council of the City of Saint Paul, Minnesota in 1914 and updated as a merit-based system in 1970 provided the opportunity for employees to advance based on their own merit, which is a unique combination of both talent and motivation; and
WHEREAS, in her 32 years of public service Joan Trulsen has demonstrated both talent and motivation by always taking tests for positions higher than the one she held and by going to school while working full time, ending up with an MBA from the University of St. Thomas; and
WHEREAS, Joans career at the City has both reflected and driven a sea change in the role of women as she advanced from a Clerk Typist in the school district (at a time before word processing), to a Head Cashier in the Water Department (at a time when people still used cash), to an accounting technician in the finance department (at a time when she had to learn the finicky COBOL computer program), to a Grant Assistant (where she had to enforce complex federal compliance requirements), and finally to Principal Project Manager (where she had to juggle community support and developer capacity with her fiduciary responsibility to the public); and
WHEREAS, part of Joans legacy with the City can be measured by her many years of service on the informal group called Women in City Management, and by the fact that because of the professional advancement of women, such a group has disbanded because it is no longer needed; and
WHEREAS, part of Joans legacy with the City can be measured by the many projects she managed, including the Brewery neighborhood project near West Seventh, the various components of the redevelopment of the Koch-Mobil tank farms, Catholic Charitys Midway Residence, and the soon-to-be-completed Frogtown Square project at Dale and University:
