WHEREAS, on April 21, 2023, the Neighborhood STAR Board reviewed four proposals for STAR grant financing through the Ward 6 Neighborhood STAR Year-Round Program from Checker Board Pizza to expand their business to Payne Avenue, Far East Bar and Restaurant to renovate their building on Arcade Street, Family Foods Market LLC to do roof repairs to their building on Arcade Street, and Greater Eastside District 2 Community Council for improvements to the Hillcrest Knoll Disc Golf Course on Hoyt Avenue; and

WHEREAS, a private match was not pledged for Family Foods Market LLC’s and Greater Eastside District 2 Community Council’s projects ; and

WHEREAS, the Neighborhood STAR Board rated the four grant requests on a scale from 1 (low) to 5 (high) with Checker Board Pizza and Far East Bar and Restaurant receiving a 5.0 final score, Family Foods Market LLC receiving a 4.9 final score; and Greater Eastside District 2 Community Council receiving a 2.4 final score; and

WHEREAS, due to the community significance of Family Foods Market LLC’s and Greater Eastside District 2 Community Council’s proposals, a waiver to City Council approved Neighborhood STAR Guidelines is being recommended to eliminate the $1 for $1 private match; and

WHEREAS, a waiver to City Council approved Neighborhood STAR Guidelines is being recommended to eliminate the required application fee for Far East Bar and Restaurant’s, Family Foods Market LLC’s, and Greater Eastside District 2 Community Council’s proposals; and

WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of this activity by providing grant financing up to $15,000 for Checker Board Pizza to expand their business to Payne Avenue, up to $15,000 for Far East Inc to renovate th...
