Authorizing the City on behalf of the Police Department (SPPD) to accept and amend the Special Fund for an additional $51,398 in funds from a subgrant from the St. Paul and Ramsey County Intervention Project (SPIP).

WHEREAS, the City of Saint Paul, in RES PH 20-41, agreed to enter into a subgrant agreement with the Saint Paul and Ramsey County Domestic Abuse Intervention Project (SPIP) as part of an Improving Criminal Justice Response Program grant from the U.S. Department of Justice (DOJ), Office on Violence Against Women (VAWA); and

 

WHEREAS, SPIP has received an extension of the grant period to 6.30.23; and

 

WHEREAS, SPIP has offered the SPPD an additional $51,398 in funds to continue the work funded by the grant; and

 

WHEREAS, this grant provides funds for the Blueprint Accessibility, Zero-Bias, Enhancement Project (BLAZE) defining a coordinated community response to domestic violence across multiple systems; and

 

WHEREAS, there is no matching requirement for the City as part of this subgrant agreement; and

 

WHEREAS, the 2023 financing and spending plans need to be amended and activity budget added for these funds; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation total revenues in excess of those estimated in the budget, funds of $51,398 in the Special Fund; now

 

THEREFORE BE IT RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor, that $51,398 is available for appropriation in the Police Department Special Fund, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as specified in the attached financial analysis.
