Authorizing the Police Department to enter a Professional Services Agreement with Ramsey County Public Health and to amend the 2023 special fund budget to provide support services with funding from a 2023 Violence Against Women Act 24-Month Special Project Grant from the Minnesota Department of Public Safety.

Whereas, Ramsey County Public Health has been awarded a 2023 Violence Against Women Act 24-Month Special Project Grant from the Minnesota Department of Public Safety, through December 31, 2024; and

Whereas, the purpose of the grant is a pilot project to improve methods for individuals who are reporting sexual violence; and

WHEREAS, the grant proposal named the Saint Paul Police Department (SPPD) as a partner in the project, to develop new options for reporting sexual violence and to share the SPPD’s experience of reporting processes with other law enforcement agencies in Ramsey County; and

Whereas, as detailed in the attached financial analysis, the SPPD will receive $104,086 for its part in the project, and

WHEREAS, the grant includes a 25% matching funds requirement, which will be met through tracking of relevant supervisory time and indirect costs; and

WHEREAS, the SPPD requests authorization to enter into the attached Professional Services Agreement with Ramsey County Public Health to implement the requirements of the grant; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation total revenues in excess of those estimated in the budget, funds of $104,086 in the Police Department Special Funds; now

THEREFORE BE IT RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor that $104,086 is available for appropriation in the Police Department Special Fund, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as specified in the attached financial analysis.
