Authorizing the Department of Public Works to apply for and accept funding from the Federal Highway Administration’s (FHWA) Charging and Fueling Infrastructure (CFI) Discretionary grant program for the City’s EV Spot Network Project, which, if awarded to the City, would require a 20% local match.
Body
WHEREAS, the Federal Highway Administration (FHWA) is currently accepting applications through the Charging and Fueling Infrastructure (CFI) grant program; and
WHEREAS, the City oversees the EV Spot Network within the City of Saint Paul; and
WHEREAS, the Department of Public Works proposes to submit an application to support the expansion of the EV Spot Network; and
WHEREAS, the City is leading the EV Spot Network Project, in partnership with the City of Minneapolis, Xcel Energy and HOURCAR; and
WHEREAS, the Project will continue to grow the network of EV charging hubs across the City to support EV owners, both visitor and resident, as well as the Evie Carshare program; and
WHEREAS, if awarded the funds would be used to design and install charging hub locations in various locations within the operating area of the EV Spot Network, as well as provide site preparation intended to future-proof the charging network; and
WHEREAS, there is a required twenty percent local funding match to any project awarded to an agency under the FHWA grant program for stations in public places; and
WHEREAS, the EV Spot Network Project falls within the funding guidelines and meets the conditions and requirements specified for eligibility by the FHWA; now, therefore be it
RESOLVED, that the Council of the City of Saint Paul authorizes submission of an application for grant funding from the FHWA Charging and Fueling Infrastructure grant program and acceptance of funds if awarded; now, therefore, be it
RESOLVED, that the Council of the City of Saint Paul authorizes the commitment of funds for the local match if the project is awarded FHWA funds.
