ORDINANCES  
An ordinance is a city law enacted by the City Council. It is read at three separate  
council meetings and becomes effective after passage by the Council and 30 days  
after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are  
held at the second reading.  
Final Adoption  
Approving an interim ordinance requesting a Planning Commission study to  
undertake a zoning study of non-conventional residential housing unit  
products.

Council President Brendmoen spoke about a potential adjustment to the ordinance  
which would grant an extension of the effective date by 30 days but require an  
additional council hearing date due to making a change. Stated that the Council would  
act in whichever way the stakeholders preferred.  
Deputy City Attorney Adam Niblick spoke about how this would provide additional time  
for state permit approval while the ordinance is in effect.  
Gabrielle Clowdus testified that she thought there may have been a  
miscommunication, and that they already got state approval.  
Niblick continued that there were additional approvals needed but it was not clear what  
they were. Communication came from city building officials concerns about a timeline.  
Brendmoen stated that regardless of decision, the city would be there as a partner.  
She also was unaware of what items were outstanding.  
Clowdus appreciated that expression of partnership and testified that the buildings are  
ready, and the people are ready to move in.  
Councilmember Noecker expressed concern about miscommunication and voiced her  
continued partnership.  
Clowdus asked for ten minutes for the stakeholder group to discuss the decision.  
Brendmoen tabled the item.  
Later, after Item 50, Brendmoen resumed discussion of the item.  
Clowdus testified that they wanted to continue moving forward without making any  
changes to the ordinance.  
Noecker moved approval.

Legislative Hearing Officer Marcia Moremond stated that item 30 was to be read into  
record separately.  
Moermond continued, explaining the vacancy of the lot for 17 years. She spoke to the  
owner, Gerald Krippner, maintaining property tax payments and vacant lot  
assessments, but has not kept up with requirements needed to rehab the house as a  
duplex. Recommended removing “only within 15 days” from the resolution, as the owner  
could not post a $5,000 performance deposit or secure a partnership to do the  
rehabilitation.  
Council President Brendmoen clarified that the lot has been vacant under the current  
owner for 14 years.  
Gerald Krippner testified, explaining how he came into the property and why the  
building is in its current state. Presented arguments for not ordering the removal of the  
structure.  
Brendmoen asked for clarification on what action Mr. Krippner preferred from the City.  
Krippner stated that he would like the city to keep the property at a vacancy Category 2  
to give him more time to rehabilitate or sell the property.  
Councilmember Prince asked for details and clarification from Mr. Krippner on the  
inability to post a $5,000 deposit.  
Krippner continued clarifying that he couldn’t post the deposit due to a lack of funds.  
Prince moved to close the public hearing. Passed unanimously on a voice vote.  
Prince asked Moermond for clarification on if a certain permit had been issued in  
mid-May.  
Moermond continued, explaining that there was not a permit application for the property  
during that time. And presented other arguments in support of amending the resolution.  
Brendmoen clarified that the property is in Ward 6 and just outside Ward 5, and moved  
approval of the Legislative Hearing Officer's recommendation.
