from neighboring address by accident. PO was charged for bags that belonged to  
neighbor at 1661 Payne Ave. However, when to correction was processed, the property  
at 1665 Payne Ave was adjusted due to ticket processing error on the GIS Map. The  
time to adjust without a hearing had past when the error was discovered. Staff  
recommends reducing assessment to $113.19  
Moermond: the address we’re talking about is 621 California and the problem was at  
1661 Payne, a cross street. Recommend reduction to $113.19.

Environmental. The garbage hauler (FCC) provided an image, and requested we reduce  
the extra garbage bag charges by 23 bags. Staff recommends reducing assessment  
to $298.01.  
Moermond: FCC is asking for the reduction and we lack full documentation for the  
extra charge. Is our payment to the hauler decreased?  
Barden: yes.

also reported he did not have a cart. Staff removed the Quarter 2 bill and stated the  
Quarter 3 bill would be removed but there was an error and the Quarter 3 bill was not  
removed. The property owner is now set up with an every other week cart. Staff  
recommends removing the assessment.  
Moermond: the cart share situation was the confusing piece. They can’t be shared for  
condos. We have it corrected, the misinformation is cleared up, we’ll recommend  
deletion.

Staff report by Jillian Barden, Public Works: the property owner had only one cart but  
was being billed for 2 and billed weekly for extra bags. Public Works staff confirmed  
with the route driver that there was only one cart on site. . The PO is unsure when the  
second cart went missing but noted it had been missing "a while." PO was charged for  
58 extra bags in the quarter and also charged for second nonexistent medium (64  
gallon) cart. If we apply the capacity of the missing cart (5 bags per week) to the  
overage, the bag count is reduced to 11. Staff recommends reducing bill to $311.33  
Burns: I was looking at it from the standpoint that I was charged when one of the cans  
was missing, also one of the recycling bins. I didn’t have one of those either, I know  
that’s an annual fee. I guess if you can do the bag thing something is better than  
nothing. I think it was people dumping trash by the bins, because they were sitting in  
the alley. How can I be responsible? It is my property.  
Moermond: have you got both your carts and the recycling carts back again?  
Burns: yes.  
Moermond: the difference in the bill is between the extra bags charged on top of the  
medium cart. I wish that you and your tenants would have identified earlier you are  
missing a cart. Can you talk about whether there is space in the yard away from the  
alley?  
Burns: there is, and I told the tenants to start pulling them up by the house. They’ve  
been informed. It should be fine from here on out. I guess we will see.  
Moermond: the 11 bags comes to?  
Barden: it is $5.51 after taxes.  
Moermond: I’ll get you down to $278.27. That’s reducing the bags from 11 down to 5.  
Burns: I’m fine with that.
