Moermond: note the City Council had this case regarding the Vacant Building fee for  
this address. A fire happened April 30, so garbage service wasn’t being used and fire  
damage being removed from a separate contractor in a dumpster. In all of the turmoil a  
couple things slipped through, the water bill and the garbage bill. This is a courtesy  
because of the circumstances. I’ll recommend deletion.

Staff report by Jillian Barden: the property owner paid his $97.39 statement on April 24,  
after starting his account on April 7th. Property owner purchased the property on March  
27, 2024 and received a prorated bill in his name for Quarter 2, for the amount of  
$97.39, which he paid on time. The property owner also paid his regular Quarter 3 bill  
of $112.63 on time. The property owner received a Quarter 2, 2024 garbage  
assessment from previous owner for $266.01 which includes charges from Quarter 4,  
2023, Quarter 1, 2024, and one week of Quarter 2, 2024. Staff recommends reducing  
assessment to $15.18 and only charging for Quarter 1 billing and one week of service  
in Quarter 2, 2024.  
Moermond: a reduction from $266.01 to $15.18.

recommending deletion on both. What would you like to explore this morning?  
Bush: I agree with that. I don’t want to rant about these folks. I overpay all my  
accounts. I sent them a copy of my check. We don’t need to have a very long  
conversation.  
Moermond: the only thing I have is a note for Rose that there’s a deletion plus $20.63  
will be credited to your fourth quarter bill due to adjustments. Is that something you’re  
aware of?  
Bush: I’ll try to keep a note to see if it actually shows up.  
Moermond: are you actually appealing anything today?  
Bush: once those numbers drop, I think that’s the end of the matter.  
Moermond: this has a Council Public Hearing November 6 and I’m recommending  
deletion. You shouldn’t hear any more on the matter.

Moermond: we’ve done some homework on this assessment. The amount that was due  
was something like $53.80, you paid that already. There’s a zero balance at the end of  
this, in fact you are due a credit of $6.17.  
Bloedoorn: excellent.  
Moermond: I see your next bill, the Quarter 3 bill, has come to assessment because  
you’re sick of dealing with Highland, we’ll get that taken care of on our end so that bill  
will be decreased if it hasn’t already.  
Bloedoorn: super! Also I haven’t been able to use the online payment form, so what I  
decided to do is just do the autopay from my end.
