Legislative hearing will take place on Tuesday, December 13, 2022 to review next  
steps.  
Also in attendance: Victoria Cree, property owner (lives in Minneapolis)  
Marcia Moermond, Legislative Hearing Officer: This is an order to remove the property.  
The legislative hearing for this item was a no-show, but two days ago the property  
owner contacted us saying she wanted to rehabilitate the property. My recommendation  
is that if you decide to let her do so, that a $5,000 performance deposit be posted and  
an application for a code compliance inspection be filed by the close of business on  
Monday. I can have a legislative hearing on this item Tuesday morning to review if  
those requirements have been met and discuss how to proceed with the property  
owner, and then return this issue to the City Council at a later date.  
Council President Brendmoen: How long has this been vacant?  
Moermond: It has been a registered vacant since September of 2018. There have  
been 25 abatement orders since that time, including: garbage cleanup, boarding and  
securing, tall grass and weeds, tree removal. Estimated cost to clean up is at least  
$100,000. This would also be expensive to remove, though, since it is positioned at the  
top of a hill with significant retaining walls, with costs estimated above $60,000. This  
will be a lot of money either way but has also been costing taxpayers during this time,  
and is considered a neighborhood nuisance.  
Cree: I'm currently residing in a temporary place in Minneapolis. I have two houses and  
two young kids, and I've struggling with my own stuff these last four years. I do want to  
sell this property and just be done with it.  
Brendmoen: Is your request to take the extension of time offered by Moermond so you  
can rehabilitate the property?  
Cree: Yes.  
Councilmember Prince: Thank you for being here. I live right across the street from  
this property. It is a really nice house that people ask about, so I think there would be  
interest in purchasing it. I think that your ability to follow these requirement set by  
Moermond is great news. Moermond can provide you with my contact info so I can be  
involved in helping with this. I'm glad that we will not lose this house. I move  
Moermond's recommendation on the extension.
