Staff report by Jillian Barden: the property owner is contesting the chargest because  
he has not had active service in years. The property owner used his brother’s  
commercial dumpster for his personal trash and never had a cart at the property. FCC  
confirmed there have been no pickups, however this property has delinquent garbage  
assessments dating back as far as 2020. We confirmed no pickups or cart. We are  
delivering a 64 gallon cart and recycling cart.  
Moermond: so a mistake from old hauler to not have it in the program and now it is.  
Recommend the deletion.

Staff report by Jillian Barden: the property owner bought their house in December and  
state they never signed up for garbage service. They contacted us in August to get a  
new cart size and property owner was unaware service is mandatory and requested  
hearing. Staff recommends removing the assessment.  
Moermond: proposing removal because they bought and didn’t have a cart until  
August. This is for Quarter 2, they should have had service going because they’d  
owned for six months. It should have been communicated in transaction but these  
owners have a language barrier so I will recommend deletion.

hold, but service hold was not correctly processed by City staff, so it was never  
applied. We recommend reducing to $161.  
Moermond: hold wasn’t properly procced so recommend reduction to $161.01.
