meetings and becomes effective after passage by the Council and 30 days after publication in
the Saint Paul Pioneer Press. Public hearings on ordinances are generally held at the second
reading.

Adding Chapter 268A to the Legislative Code to require law enforcement
officers performing law enforcement duties to visibly display identification on the
outermost layer of their uniform.
