Staff report by Jillian Barden: FCC Environmental reported there were eight extra  
garbage bags collected on November 19 and December 24. However, when the  
property owner asked for photo documentation, FCC requested we reduce the count  
from eight bags down to three bags. Staff recommends reducing assessment to  
$154.06.  
Moermond: so recommend the reduction.

Staff report by Jillian Barden: we were billing him for 2 35-gallon carts, but reports only  
1 at the property, since April 2025. They are now enrolled in cart sharing. They were  
also charged for 5 extra bags, and hauler stated we can remove one bag charge from  
the November 13 collection. Staff recommends reducing assessment to $164.56, for  
one 35 gallon weekly cart, one 35 gallon every other week cart, and four extra bags  
Moermond: one cart wasn’t there and in the past what we’ve done is reduced the bill to  
reflect what it would cost for the lowest level of service, an every other week cart. This  
is a duplex with cart collection for one, so we were sending a truck anyway. In this  
case, let’s delete the entire second cart $106.09.

Staff report by Jillian Barden: This account was billed for one 64-gallon cart and one  
35-gallon cart in Quarter 3 and Quarter 4 2025. The property owner originally denied the  
presence of 64-gallon cart at the property but then agreed there is a 64-gallon cart and  
denied the presence of a 35-gallon cart. Public Works staff inquired about carts with  
City Route Supervisor, and he stated there was one 35-gallon cart picked up on Page  
Street West and one 64 gallon that used to be collected at the same location until  
recently and provided photos of both carts. The property owner denied ownership of the  
35-gallon cart and provided Ring Camera images showing 64-gallon cart being  
collected in front of home. However, the property owner requested a bulky item pickup  
in Sept 2025 and Feb 2026 stating she places her cart on Page Street for collection.

reduction.  
Nekambuza: like she said, I’ve been charged for 2 cans. I only have one. Why would I  
be putting trash at one corner and another corner? Makes no sense. I’ve sent video of  
the cans. I have emailed and called telling them about this. They aren’t mine; they are  
still sitting out there right now. I don’t own 2 trash cans. She’s absolutely correct about  
the bulky item pick up, which I did on the side of Page.  
Moermond: as much as I appreciate photos I would love to know if Public Works  
checked cart numbers and who is responsible for those numbers. I’m going to ask  
Ms. Barden to look into that and get some numbers associated with this. It will validate  
where you are at I think. Photos are good in some ways, but not in others.  
Nekambuza: I spoke with Jill and asked about numbers and to verify them. She told  
me they stopped doing that. Why is the can still out there?  
Barden: that will be picked up next week.
