Legislative Hearing Officer Marcia Moremond stated that item 30 was to be read into
record separately.
Moermond continued, explaining the vacancy of the lot for 17 years. She spoke to the
owner, Gerald Krippner, maintaining property tax payments and vacant lot
assessments, but has not kept up with requirements needed to rehab the house as a
duplex. Recommended removing “only within 15 days” from the resolution, as the owner
could not post a $5,000 performance deposit or secure a partnership to do the
rehabilitation.
Council President Brendmoen clarified that the lot has been vacant under the current
owner for 14 years.
Gerald Krippner testified, explaining how he came into the property and why the
building is in its current state. Presented arguments for not ordering the removal of the
structure.
Brendmoen asked for clarification on what action Mr. Krippner preferred from the City.
Krippner stated that he would like the city to keep the property at a vacancy Category 2
to give him more time to rehabilitate or sell the property.
Councilmember Prince asked for details and clarification from Mr. Krippner on the
inability to post a $5,000 deposit.
Krippner continued clarifying that he couldn’t post the deposit due to a lack of funds.
Prince moved to close the public hearing. Passed unanimously on a voice vote.
Prince asked Moermond for clarification on if a certain permit had been issued in
mid-May.
Moermond continued, explaining that there was not a permit application for the property
during that time. And presented other arguments in support of amending the resolution.
Brendmoen clarified that the property is in Ward 6 and just outside Ward 5, and moved
approval of the Legislative Hearing Officer's recommendation.
