RES 21-1646 11/24/2021 7:26 PMBruce Clark   I can only hope that these folk direct the negotiators dealing with the Council and the Hauler's Consortium to correct the egregious errors in the original collection agreement. *** Allow neighbors to share carts *** Following cities like Maplewood and Bloomington, allow "zero-wasters" who have always recycled, composted their own garbage, and hauled their small amounts of trash to transfer stations to pay a small one-time fee to opt-out of both the residential service, and the fees imposed by both St. Paul and Ramsey County for this service they never needed, nor wanted. +3
