You may recall that this ordinance was first proposed by the City Council last November as Resolution 18-1962. If enacted, Ord 19-18 would give the City Council broad powers to establish and enforce penalties for violations of ordinances via an amendment to our City Charter. Due to concerns that such a broad penalty power could be abused, we have begun to collect signatures in support of a new petition for referendum seeking to place this ordinance on the citywide election ballot, and thereby allow our citizens to decide whether or not this increased penalty power should become law. Ord 19-12 3/15/2019 6:24 AMEric Lein Against For "mixed uses" (commercial/residential), the Saint Paul zoning code's minimum front yard setbacks are: BC = 25-feet; T2 = 0-feet. Today's existing front yard setback at 770 Grand aligns with its two easterly neighbors, is attractive, and is very much in keeping with Grand Avenue's historic character. Owners of 770 Grand should NOT be allowed to fill that parcel's front yard with new construction. If zoning at 770 Grand is changed from BC to T2, all future owners of that property will have been granted very strong incentives to eliminate the front yard by adding unattractive and inappropriate new construction.
