You may recall that this ordinance was first proposed by the City Council last November as Resolution 18-1962. If enacted, Ord 19-18 would give the City Council broad powers to establish and enforce penalties for violations of ordinances via an amendment to our City Charter. Due to concerns that such a broad penalty power could be abused, we have begun to collect signatures in support of a new petition for referendum seeking to place this ordinance on the citywide election ballot, and thereby allow our citizens to decide whether or not this increased penalty power should become law. This petition for a referendum on a city charter amendment is governed by Minn.
