Title
Authorizing the Department of Public Works Asphalt Plant to amend the spending and financing budget for the extraordinary repair and maintenance of four asphalt cement tanks to extend the useful life of the tanks and realize significant energy savings.
 
Body
WHEREAS, the Asphalt Plant has four asphalt cement tanks that house bitumen for use in asphalt production; and
WHEREAS, the tanks are used to heat and maintain heat in bitumen used in the production of asphalt; and
WHEREAS, the four tanks are fifty years old, and not energy efficient; and
WHEREAS, two of the four tanks were previously re-skinned and re-insulated, one of the tanks was partially done 40 years ago after the plant fire and one of the tanks has never been modified; and
WHEREAS, the Asphalt Plant would like to realize energy cost savings and the extension of useful life of these tanks; and
WHEREAS, the Asphalt Plant has the fund balance necessary to pay the $160,000 cost to re-skin and re-insulate the four tanks; and
WHEREAS, the Mayor, pursuant to section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $160,000 in excess of those estimated in the 2011 Asphalt Plant budget; now
THEREFORE BE IT RESOLVED, by the City Council of the City of Saint Paul, up on recommendation of the Mayor, that $160,000 is available for appropriation in the 2011 Asphalt Plant budget, and said budget as heretofore adopted by Council, is hereby further amended by the particulars as specified in the attached financial analysis;
 
BE IT FURTHER RESOLVED, that the proper City officials are hereby authorized to pay expenses incurred not to exceed $160,000 for the re-skinning and re-insulating of the four asphalt cement tanks.
