Approving the use of Neighborhood STAR Year-Round Program Funds for Ward 3 projects.

Body
WHEREAS, on October 12, 2011 the Neighborhood STAR Board reviewed four (4) grant proposals through the Ward 3 Neighborhood STAR Year-Found Program to assist with the installation of two security cameras in Highland Park, the addition of bathrooms to the First Tee building at the Highland Golf Course, new solar panels and windows at the Grand Performance Bicycle Shop, and the purchase of a library self check unit; and

WHEREAS, these proposals provide for much needed capital improvements that will make a considerable difference in Ward 3; and

WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing a $70,000 grant to install a security camera at Hillcrest Recreation Center and one at Horace Mann Elementary School, a $50,000 grant for bathrooms in the new First Tee facility, a $20,000 grant to assist with a window and solar panel project at the Grand Performance Bicycle Shop, and a $25,000 grant to the Friends of the Library for a new self-check unit for the St. Paul Public Library; and

WHEREAS, a waiver to the STAR Guideline requiring Grand Performance Bicycle Shop, a for-profit entity, to receive a minimum of half of their STAR award in the form of a pay-back loan is recommended; and

WHEREAS, a waiver to the STAR Guideline requiring a dollar-for-dollar match for the Highland Park Security Cameras, First Tee Restroom, and Library Self-Check Unit projects is recommended; now, therefore, be it

RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it
