Title
Authorizing the City to enter into the General Obligation Bond Grant Agreement with the Metropolitan Council to allow the City to be reimbursed for money spent on Inflow and Infiltration abatement projects.
 
Body
WHEREAS, The Metropolitan Council Environment Services (MCES) has identified St. Paul as one of many metro cities having an excessive amount of  rain and ground water entering the sanitary sewer system (commonly referred to as Inflow and Infiltration (I&I)); and
 
WHEREAS, To facilitate the reduction of I&I, MCES is offering a limited number of grant monies to municipalities for capital improvements to wastewater collection systems to reduce the amount of I&I entering the MCES metropolitan sanitary sewer disposal system; and
 
WHEREAS, The Saint Paul Sewer Utility has identified I&I abatement projects to reduce the amount of I&I entering the sanitary sewer system; and
WHEREAS,  Upon the City of Saint Paul executing the attached G.O. Grant Agreement and completing the I&I abatement projects (before September 30, 2012) MCES will pay the City a maximum of $125,000 in grant monies or 50% of the actual I&I abatement costs expended by the City;
NOW THEREFORE BE IT RESOLVED by the City of Saint Paul that the City execute the attached G.O. Grant Agreement, which includes an indemnification provision, with the Metropolitan Council in substantially the form provided and upon approval of the City Attorney; and
 
Be it FINALLY RESOLVED by the City of Saint Paul that Bruce Elder, Public Works Sewer Utility Manager, be the authorized representative to provide certifications regarding state bond-financed property and to submit claims for reimbursement related to the MCES I&I grant program.
