Body

WHEREAS, the Liquor On Sale-100 seats or less and the Liquor On Sale-Sunday license applications submitted by Fasika, Inc. d/b/a Fasika Ethiopian Restaurant (License ID# 20010000419) for the premises located at 510 Snelling Avenue North in Saint Paul were the subject of a Notice of Intent to Deny License (“Notice”) dated March 30, 2023; and


WHEREAS, the Notice stated the licensee was sent a letter from the Department of Safety and Inspections (DSI) on August 15,2022, confirming receipt of the license application and informing the licensee that a number of documents still needed to be submitted including a signed copy of the License Condition Affidavit acknowledging the conditions that would be placed on the license; and


WHEREAS, the licensee was also required to contact DSI to schedule the required in-house review of DSI’s Liquor License Manual; and


WHEREAS, DSI sent the licensee a second (2nd) request on November 4, 2022, giving an update on the status of the application and informing him that in order to continue processing the application he would need to submit all of the documents listed in Notice along with payment of the license fee; and


WHEREAS, DSI sent the licensee a third (3rd) request letter on February 3, 2023, stating his application was still pending because he failed to submit the required information and pay the license fee; and


WHEREAS, the Notice of Intent to Deny License stated that if the licensee failed to submit the required information and pay the license fee, request a Council hearing or withdraw the license application by April 10, 2023, that the matter would be placed on the City Council Consent agenda to impose the recommended penalty; now,...
