Pertaining to the evaluation of options and costs of extending the Board’s water system to provide water to the City of North Oaks.
Body
WHEREAS, Section 85.04 of the Code of Ordinances of the City of Saint Paul authorizes the Board of Water Commissioners to enter into cooperative agreements with respect to rates and other terms and conditions with municipalities desiring to receive water from the water utility of the City of Saint Paul; and
WHEREAS, Board staff has been approached by North Oaks Company, LLC (“North Oaks”) to discuss the viability of the Board providing water to portions of the City of North Oaks; and
WHEREAS the Board’s water system has the capacity to provide drinking water to North Oaks; and
WHEREAS the Board is supportive of providing drinking water outside of its existing service area on a case-by-case basis; and
WHEREAS, initial review by Board staff indicates that providing water to North Oaks appears feasible and reasonable; and
WHEREAS, the Board is supportive of considering a water services agreement with North Oaks contingent on reaching a mutually beneficial agreement; and
WHEREAS, North Oaks has retained the services of a professional engineering firm to evaluate the options to complete a connection to the Board’s system; and
WHEREAS, North Oaks has requested that Board staff provide information and technical assistance to best comprehensively evaluate the costs of such connection; and
WHEREAS, Board staff has the required expertise to best inform and guide the process; now, therefore, be it
RESOLVED, that the Board of Water Commissioners of the City of Saint Paul hereby directs and authorizes staff to provide the requested information and guidance in such a manner as to not negatively affect its existing customers or add any direct costs that had not already been budgeted by the Board.
