Title

Authorizing the City to enter into a Joint Powers Agreement with the Metropolitan Council for the B-Line Arterial Bus Rapid Transit Project.

Body

 

WHEREAS, Minn. Stat. Section 471.59 permits two or more governmental units to jointly exercise powers that each may separately exercise; and

 

WHEREAS, the City of Saint Paul’s Comprehensive Plan promotes the creation of a safe, equitable and well-maintained multi-modal transportation system in Saint Paul that supports the needs of all users; and

 

WHEREAS, the Metropolitan Council plans to construct transit service improvements along Marshall Avenue, Selby Avenue, John Ireland Boulevard, and Smith Avenue for the B-Line Arterial Bus Rapid Transit project; and

 

WHEREAS, the B-Line will result in improved transit service to further support the needs of the residents of Saint Paul; and

 

WHEREAS, pursuant to Minnesota statutory law and administrative rule, including Minnesota Statutes 237.163 and Minnesota Rules 7819.0050, et. seq. the City has rights-of-way management authority and has adopted a right-of-way management ordinance, Saint Paul Legislative Code Ch. 116; and

 

WHEREAS, the Metropolitan Council needs the City to jointly exercise its rights-of-way management authority in furtherance of the B-Line Arterial Bus Rapid Transit Project; Now, therefore, be it

 

RESOLVED, that the proper City Officials are hereby authorized and directed for and on behalf of the City to enter into a Joint Powers Agreement with the Metropolitan Council for the B-Line aBRT Project, a copy of which is before Council and is made a part hereof.
