Title
Authorizing the award of a professional services agreement to Baker Tilly LLP (Baker Tilly) to conduct a comprehensive review and process mapping of residential housing development services across City departments and to provide a report with recommendations to the city for improvements to the process.

Body
WHEREAS, the Saint Paul City Council Audit Committee desires to audit of the City’s review of residential housing development services and understand the processes projects go through per RES 21-1532; and

WHEREAS, a Request for Proposal (RFP) was issued via www.stpaul.bids.com on November 27, 2021 (Attachment A); and

WHEREAS, the RFP closed on December 22, 2021, and the deadline was then extended to January 14, 2022, where Baker Tilly submitted a response for consideration; and

WHEREAS, the Saint Paul City Council Audit Committee consisting of three (3) Councilmembers, two (2) City staff advisors, and one (1) community advisor convened on February 7, 2022, for the oral presentation based on the response received and deliberated on the proposal; and

WHEREAS, the Saint Paul City Council Audit Committee determined that Baker Tilly's response satisfy the requirements of the RFP to perform a study of and make recommendations how businesses interested in developing residential housing development projects may easily navigate the various City departments' processes and requirements; and

WHEREAS, the audit may lead to the city to become a better partner to developers and attract new, more diverse developers to Saint Paul; and

WHEREAS, the Saint Paul City Council Audit Committee desires to enter into an agreement with Baker Tilly LLP to provide said services at a cost not to exceed $50,000.00 ($49,726.00), and requested that the City of Saint Paul Contracts and Analysis Division to negotiate an agreement with Baker Tilly LLP as described in their proposal (Attachment B) submitted on December 23, 2021; and
