Title

Authorizing (i) execution of a Joint Powers Agreement with Ramsey County for housing efforts at Interfaith Action’s Project Home located at 1880 Randolph Avenue, and (ii) an HRA budget amendment, District 15, Ward 3

Body

WHEREAS, Ramsey County (the “County”) is a political subdivision of the State of Minnesota and has all powers possible for a county to have, as now or hereafter granted or allowed by the constitutions and laws of the United States and the State of Minnesota, as fully as though each power comprised in that authority are specified in its charter; and

 

WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota (the “HRA”) is a public body corporate and politic established pursuant to the provisions of Minnesota Statutes, Section 469.001, et seq. (the “HRA Act”) and has all powers of a housing and redevelopment authority under the HRA Act; and

 

WHEREAS, Interfaith Action of Greater Saint Paul (hereinafter “Interfaith”) is a Minnesota nonprofit corporation that supports families and individuals who are striving to achieve stability and economic mobility and provides critically needed homelessness housing services to families; and

 

WHEREAS, Interfaith is leasing the Provincial House, located at 1880 Randolph Avenue, from the Sisters of St. Joseph of Carondelet and therein houses approximately 20 families with minor children, almost all under the age of 12, who are experiencing homelessness (hereinafter “Project Home”); and

 

WHEREAS, the HRA wishes to provide critical funding for Project Home’s housing efforts and wishes to do so through the County’s existing relationship with Interfaith; and

 

WHEREAS, the HRA desires to enter into a Joint Powers Agreement with the County pursuant to Minnesota Statutes Section 471.59, whereby the HRA will provide up to $827,244.00 in one-time operational funding to support Project Home’s housing efforts. now, therefore, be it

 

RESOLVED by the Board of Commissioners of the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota (the “Board”) as follows:

 

                     1.                     The Board hereby approves and authorizes the execution of the attached Joint Powers Agreement between the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, and Ramsey County to provide one-time operational funding to support Project Home’s housing efforts as described in the  Joint Powers Agreement and Board Report accompanying this Resolution.

 

                     2.                     The Board hereby approves and authorizes amendment to the HRA budget as set forth in the Financial Analysis accompanying this Resolution.

 

                     3.                     The HRA Executive Director, staff, and legal counsel for the HRA are further authorized to take all actions necessary to implement this Resolution.
