Authorizing Saint Paul Regional Water Services (“SPRWS”) to accept a $4M pass-through grant in American Rescue Plan funds (the “Funds”) to amend the 2022 budget to incorporate the Funds; and execute the necessary agreements.
Body
WHEREAS, On March 23, 2022, the City of Saint Paul (the “City”) passed RES 22-448 to authorize $4M of American Rescue Plan for Lead Water Pipe Replacement (“Project”); and
WHEREAS, SPRWS wishes to accept said grant Funds and amend the financing and spending plan for said Project; and
WHEREAS, SPRWS will use the Funds to replace lead water pipes in the City of Saint Paul; and
WHEREAS, the City will transfer the Funds to SPRWS as a subrecipient; and
WHEREAS, a subrecipient grant agreement is necessary between the City and SPRWS; now, therefore, be it
RESOLVED, that the Board of Water Commissioners do hereby:
1. Authorize SPRWS to accept the pass-through grant of American Rescue Plan funds
2. Amend the 2022 budget and appropriate the funds all as described in the attached financial analysis.
3. Authorize the appropriate SPRWS officials to execute agreements and take any other action necessary to implement the Project on behalf of SPRWS.
