Approving the application with conditions, per the Deputy Legislative Hearing Officer, for Rank 1 Automotive LLC (License ID #20210001014), d/b/a Rank 1 Automotive, located 1324 Arcade St. Unit B, for an Auto Repair Garage license.

WHEREAS, Rank 1 Automotive LLC (License ID #20210001014), d/b/a Rank 1 Automotive, located 1324 Arcade St. Unit B, has applied for a Class N license to apply for an Auto Repair Garage license; and
WHEREAS, a notification regarding the license application was sent from the Department of Safety and Inspections to the affected neighborhood for the period of October 13, 2021 to November 12, 2021; and
WHEREAS, during the notification period, objections were received which triggered the hearing and a hearing was held on December 13, 2021; and
WHEREAS, the objections were related to “sketchy” employees and neighborhood, parking, garbage, storage and noise concerns, etc.; and
WHEREAS, in response to the concerns raised, the licensee has agreed to work with the City to comply with the necessary requirements to minimize nuisance activities that would disturb the surrounding residential neighborhood; and
WHEREAS, after conducting the hearing and considering the testimonies and evidence, the Deputy Legislative Hearing Officer recommends that the application for an Auto Repair Garage license from Rank 1 Automotive LLC (License ID #20210001014), d/b/a Rank 1 Automotive, located 1324 Arcade St. Unit B, be approved with the following conditions:
1. All business vehicles, employee vehicles, and customer vehicles (awaiting repair or that have been repaired and are awaiting pick-up) shall not be parked on the sidewalk or boulevard (paved area between sidewalk and city street).
2. Weather resistant signage shall be installed and maintained on the outside of the building nearby the vehicle entry doors along Ivy Ave E stating "No Parking on the Sidewalk or Boulevard." with a minimum two (2) inch letter height.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Saint Paul hereby approves this license application with the aforementioned agreed-upon conditions.
The Conditions Affidavit was signed on November 12, 2021 and submitted on January 7, 2022.
