Title
Authorizing an increase in the Department of Human Rights and Equal Economic Opportunity (HREEO) special fund budget in the amount of $33,000 to reflect a new revenue stream from the Section 3 Collaborative Program.
Body
WHEREAS, the City of Saint Paul regularly receives federal HUD grants triggering requirements to comply with Section 3 of the Housing and Urban Development (HUD) Act of 1968; and
WHEREAS, HREEO monitors HUD projects for compliance with Section 3, including all associated outreach, education, certification, and reporting; and
WHEREAS, several local municipal governments also receive HUD dollars requiring compliance with Section 3; and
WHEREAS, City Council previously approved the creation of the HUD Section 3 Collaborative via Council Resolution 21-571 on April 14, 2021; and
WHEREAS, through the Section 3 Collaborative, HREEO partners with several municipal governments to improve access certification, contracts and jobs for Section 3 businesses and residents, according to guidelines from the federal government; and
WHEREAS, HREEO will collect $33,000 of revenue in membership dues from Section 3 Collaborative partners in 2021, and has developed spending plans to best utilize this new revenue; and
WHEREAS, the overall goal of the Section 3 program to increase upward economic mobility for low-income residents and business owners aligns with the goals of the City Council to ensure equal access on public projects; and
WHEREAS, the objectives of the Section 3 program are aligned with the City’s Equity Strategic Objective to provide Equity in Supplier Diversity and Contracting; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the City Charter, does certify that there are available for appropriation total funds of $33,000 in excess of those estimated in the HREEO Special Projects budget, and now, therefore, be it
