Approving the agreement between the Department of Parks and Recreation (the City) and Viking River Cruises (Viking) for the 2024 through 2026 cruise season (summer) with a renewal option through 2029 to dock the Viking River Cruise vessel at Lambert's Landing.

Body

WHEREAS, the City owns one or more tracts of property abutting the Mississippi River (individually and collectively, the “Land”), sometimes referred to as Lambert’s Landing, that contain docking facilities that enable cruise vessels to dock and disembark passengers from river cruise vessels onto the Land, (the “Docking Facilities”); and

WHEREAS, currently has an agreement to begin operating cruise vessels on the Mississippi River in 2022 and that agreement states that the City provide exclusive use of the Docking Facilities for its vessels at certain dates during its 2022 and 2023 cruise seasons for a fee; and

WHEREAS, Viking by this agreement intends to continue operating cruise vessels on the Mississippi River in 2024, 2025 and 2026 and has requested that the City provide exclusive use of the Docking Facilities for its vessels at certain dates during its 2024, 2025 and 2026 cruise seasons with an option for renewal for an additional 3 years (2026-2028); and

WHEREAS, the City is willing to agree to exclusive use of the Docking Facilities on the dates listed during the period of this agreement in exchange for a per passenger fee that has a minimum license fee and a one time $50,000 fee for this agreement; and

WHEREAS, Viking will be responsible for any expenses that are the result of Viking's dockage at Lambert's Landing including but not limited to security, traffic control, block party fees and site maintenance; and

WHEREAS, the City, working with the Saint Paul Port Authority and Visit Saint Paul agree that this agreement would provide commerce to the City of Saint Paul; and
