Title

Authorizing the City to transfer $250,000 in CDBG-CV funds to a specific account for COVID related activities.

Body

WHEREAS, the City of Saint Paul is an entitlement grantee that receives direct funding from the United States Department of Housing and Urban Development (HUD) for the following programs: Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and Home Investment Partnership (HOME); and

WHEREAS, Congress passed the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) on March 27, 2020 in response to the coronavirus (COVID-19) pandemic; and

WHEREAS, on April 2, 2020, the City of Saint Paul as an entitlement grantee was awarded a special allocation of $4,054,659 in CDBG-CV funding through HUD under the CARES Act based on the fiscal year 2020 CDBG formula to prevent, prepare for, and respond to COVID-19; and

WHEREAS, on September 11, 2020, the City of Saint Paul as an entitlement grantee was awarded another special allocation of $2,007,169 in CDBG-CV funding through HUD under the CARES Act at the discretion of the Secretary of HUD to prevent, prepare for, and respond to COVID-19; and

WHEREAS, these funds must meet all of the CDBG program requirements unless specifically waived under the CARES Act including meeting one of three national objectives: benefitting low- and moderate- income persons, preventing or eliminating slums or blight, or meeting other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community and other financial resources are not available to meet such needs,

WHEREAS, pursuant to the CARES Act, these CDBG-CV funds must address impacts to residents and businesses from the COVID-19 Coronavirus Pandemic.

WHEREAS, on December 9th, via resolution 20-278, the City accepted these grants and amended the 2020 federal grants budget and increased the CDBG grant budget by $6,061,828; and
