Title

Authorizing the acceptance of funds for the Emergency Solutions Grant Program for HUD FY2019 and amending the 2019 ESG program budget.

 

Body

WHEREAS, on January 12, 1988, the Council of the City of Saint Paul approved the procedures to allocate the Emergency Solutions Grant Program  (“ESG”) funds, formerly known as the Emergency Shelter Grant Program, given to the City of Saint Paul (“City”) by the U.S. Department of Housing and Urban Development (“HUD”); and

 

WHEREAS, the Council of the City of Saint Paul did approve, upon the recommendation of the Mayor, the FY19 Community Development Block Grant, HOME Investment Partnerships (HOME), and Emergency Solutions Grant Programs (“2019 Programs”) as part of the 2019 Special Funds Budgets; and

 

WHEREAS, by Resolution 19-569, the Council of the City of Saint Paul authorized the proper City officials to execute grant agreements and contracts between HUD and the City for the 2019 Programs; and  

 

WHEREAS, during the 2019 Budget Process, the Council of the City of Saint Paul approved the estimated financing for the 2019 Emergency Solutions Grant Program (“ESG Program”) in the amount of $566,521; and

 

WHEREAS, on June 7, 2019, proper City officials executed the grant agreement between HUD and the City in the amount of $578,890 for the 2019 ESG Program; and 

 

WHEREAS, by Resolution 19-2110, the City entered into a Joint Powers Agreement with Ramsey County to administer the deployment of ESG funds within the City of Saint Paul, which allows for the disbursement of the $578,890 in ESG funds for the 2019-2020 ESG Program year to Ramsey County pursuant to the terms and conditions set forth in the Joint Powers Agreement; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does hereby certify that there are available for appropriation funds in excess of those estimated in the 2019 budget and recommends the changes to the 2019 budget identified on the attached Financial Analysis; now

 

THEREFORE, BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor that $578,890 in ESG funds are available for appropriation, that the ESG funds be accepted and that the FY2019 ESG Program budget as heretofore adopted by this Council be hereby amended in the particulars as specified in the attached Financial Analysis.
