Amending the 2021 State Legislative Agenda to include support for a nonprofit State G.O. bonding request.

 

 

Body

WHEREAS, the City Council adopted the 2021 Legislative Agenda in RES 21-139 on January 20, 2021; and

 

WHEREAS, the City Council amended the 2021 Legislative Agenda in RES 21-192 on January 27, 2021; and

 

WHEREAS, the City Council amended again the 2021 Legislative Agenda in RES 21-399 on March 17, 2021; and

 

WHEREAS, the City Council amended again the 2021 Legislative Agenda in RES 21-594 on April 14, 2021; and

 

WHEREAS, Saint Paul Administrative Code Section 45.02 provides that the Legislative Agenda can be amended by Resolution; and

 

WHEREAS, the City of Saint Paul recognizes that all State G.O. bonds have certain common requirements. They must be for a public purpose, authorized in the constitution, specified in law, and mature in not more than 20 years; and

 

WHEREAS, the City of Saint Paul understands that the principal purpose for which state G.O. bonds are issued is to acquire and better public land and buildings and to make other public capital improvements; and

 

WHEREAS, the City of Saint Paul understands that a capital project, in general, is to acquire or improve fixed assets, such as land or buildings; and

 

WHEREAS, the City of Saint Paul understands that bonds issued under the capital improvements provision may only be for publicly owned projects, whether state or local; and

 

WHEREAS, the City of Saint Paul requests support from the Minnesota State Legislature to fund capital projects to improve the city’s infrastructure, public recreation, and economic development needs; and

 

WHEREAS, the City of Saint Paul supports requests to the Minnesota State Legislature for capital investment needs of nonprofit partners after the City’s bonding priorities are funded; and

 

WHEREAS, the Playwrights’ center capital investment project involves the acquisition and construction of a center located at 710 Raymond Avenue to be used as a comprehensive play development program and workshop facility for cultural arts public recreation; and

 

WHEREAS, the City of Saint Paul was appropriated $850,000 in 2020 to predesign and design the Playwrights center facility and additional funding is necessary for construction; now, therefore, be it

 

RESOLVED by the City Council of the City of Saint Paul, Minnesota, that the City’s 2021 Legislative Agenda is hereby amended to support the following nonprofit project and State G.O. bonding request:

 

1.                     Playwrights’ Center: requested appropriation of $3,150,000 for a comprehensive play development program and workshop facility for cultural arts public recreation.
