WHEREAS, the Liquor on Sale- 101-180 seats, Liquor on Sale- 2am, Liquor on Sale- Sunday, Entertainment (B) Liquor Outdoor Service Area- Patio, and Gambling Location license held by RAS Ethiopian Bar & Restaurant LLC d/b/a RAS Restaurant & Lounge (License ID# 20100000062) for the premises located at 2516 7th Street West in Saint Paul were the subject of a Notice of Violation dated February 3, 2021; and


WHEREAS, the Notice stated that on January 15, 2020 and October 14, 2020 the Department of Safety and Inspections sent the licensee a License Enforcement Notice to address the parking behind the building in an area that is not a part of the original site plan; and


WHEREAS, On March 10, 2020 it was discovered by the Department of Safety and Inspections that parking was still allowed in the unapproved area of the parking lot


WHEREAS, an inspection of the Licensed Premises was conducted on November 18, 2020 and documented with photographs 3 cars parked in the unapproved area of the parking lot and no required chains or parking concrete stops to prohibit parking in the area; and


WHEREAS, this is the first (1st) violation within twelve (12) months, pursuant to Saint Paul Legislative Code ยง 310.05 (m) (1), the licensing office recommended a $500.00 matrix penalty; and


WHEREAS, the licensee did not respond to the Notice of Violation to either pay the $500.00 matrix penalty or request a public or administrative hearing; and
