Pertaining to a Professional Services Agreement with the University of Minnesota to provide pilot treatment plant services.

WHEREAS, at its January 12, 2021 meeting, the Board of Water Commissioners approved Resolution No. 21-68 directing the proper officers to execute the General Conditions of Contract and the Progressive Design-Build Agreement with CH2M Hill Engineers, Inc. (a subsidiary of Jacobs Engineering Group Inc.) which allowed the design phase to commence for the McCarron’s Treatment Process Improvement Project; and
WHEREAS, demonstrating the effectiveness of the proposed changes to the treatment process through the operation of a pilot treatment plant is necessary to ensure proper design of the facility; and
WHEREAS, a successful pilot treatment plant requires regular staffing, collection of samples, analysis of samples, data reporting, and expert analysis of data; and
WHEREAS, the University of Minnesota is uniquely positioned to provide such services for the duration of the piloting process as established by a thorough review of their qualifications, capabilities, and fee structure; and
WHEREAS, the University of Minnesota and Board staff have negotiated the terms of a Professional Services Agreement to govern pilot plant staffing, sample collection, analysis of samples, data reporting, and expert analysis of data; now, therefore be it
RESOLVED, that the Professional Service Agreement between the University of Minnesota and the Board of Water Commissioners of the City of Saint Paul is hereby approved in substantially the form submitted and that the proper officers are hereby authorized and directed to execute said agreements on behalf of the Board following approval by the assistant city attorney; and, be it
FURTHER RESOLVED, that the Board hereby directs Staff to issue a Notice to Proceed with the work upon signing of the Contract Documents.
