Adopting the 2021 Operating Plan and corresponding budget for the Downtown Special Service District and amending the City Operating Budget.
Body
WHEREAS, Minnesota Statutes, Chapter 428A authorizes the City to create “special service districts,” the purpose of which is to provide an increased level of service or infrastructure to its commercial or industrial areas; and
WHEREAS, on September 23, 2020, upon petition from downtown property owners, the Saint Paul City Council passed Ord 20-31, which created Chapter 142 of the Saint Paul Legislative Code (Title XII) and therein established the Downtown Special Service District (the “District”); and
WHEREAS, Section 142.02 of the Saint Paul Legislative Code provides that each year the City Council will adopt by resolution an operating plan for the District (the “Operating Plan”); and
WHEREAS, the Saint Paul Downtown Improvement District, the nonprofit corporation that will furnish the special services within the District, worked with the Saint Paul Special Services District Steering Committee, a committee consisting of private parties that own commercial real estate within the District, to prepare the attached 2021 Operating Plan and Budget; and
WHEREAS, the Mayor, pursuant to Saint Paul City Charter Sec. 10.07.1, certifies that upon imposition and collection of special services charges within the District there are available for appropriation total revenues in excess of those estimated in the budget and recommends amendment to the same consistent with the financial analysis; now, therefore, be it
RESOLVED, that Saint Paul City Council, hereby adopts the attached 2021 Operating Plan and Budget for the Downtown Special Service District and the related City budgets be hereby amended in the particulars as specified in the attached financial analysis.
